So, yes, it turns out if the Commander-in-Chief doesn't say it's okay to sit, you don't. Then later you can claim that polite applause is actually a standing ovation. It also helps if you bring in "cheering props" to make yourself look better. Cheering. Props.
Then you can follow that up by sending out the lizardy Mouth of Sauron to mention, as an aside, that "it's really time for him to put in his own security intelligence community." Which isn't sinister at all!
In fact this all seems like a bigly great plan.
